Developing New Energy and Promoting the Harmonious Society

At present, about 90% of the total energy produced and consumed each year is the non-renewable fossil energy. The mass exploration and utilization of the non-renewable energy rapidly consumes the precious resources accumulated on the earth in the past millions of years. At the same time, it also brings about many severe environmental problems, such as climate change and bio-system deterioration. Faced with this severe energy condition, Chinese government, like the governments of other countries, highly values the exploration and utilization of the new energy, and gives the top priority to the development of wind energy, solar energy and biomass energy in the “Eleventh Five-Year” Plan stage. The “New Energy Law” implemented from January 1, 2006 in China and its implementation details provide strong policy support to the development of new energy industry. The new energy industry has very good development prospect. It is estimated that by 2015 the total final energy products such as power, heated water and gas would reach 43 million tons coal equivalent, with the average annual growth rate of 17.32%. By that time, the new energy will account for about 2% in the energy product consumption of our country; it will directly drive the rapid development of the relevant industries and bring about the very good environmental results. The private enterprises will be the major force of the technological innovation of the new energy industry. The facts show that the private enterprises have already entered the new energy industry, obviously increased the resources utilization efficiency and social efficiency, and promoted the innovation of business model. In the meantime, the private enterprises also face various difficulties and problems in the investment, construction and operation in the new energy industry. Therefore, Farsighted Group, in collaboration with more than 100 private new energy enterprises engaged in small hydro power, wind power, solar energy heat supply, PV power, biomass energy, energy conservation and equipment manufacture, established China New Energy Chamber of Commerce on January 13, 2006. China New Energy Chamber of Commerce is aimed at helping the private enterprises to obtain the various market and technology information in time; establishing the platform of commercial communications and international cooperation; building the bridge between the enterprises and the government; expressing the wishes of the enterprises and urging the government to launch the relevant laws and regulations that are good for the development of the new energy industry; promoting the healthy flow of the talents, technology and information between the enterprises; strengthening the contact and communication between the enterprises; using the collective force of the industry to promote the development of the weak industry chain; in accordance with the industry characteristics and the market demand, making and implementing the effective and restrictive industrial rules and perfecting the industry self-discipline mechanism, facilitating the healthy and sustainable development of the industry in an overall manner. Since its foundation, China New Energy Chamber of Commerce has not only fully cooperated with ACFIC in various tasks, but also has strengthened the communication and cooperation with the relevant domestic and foreign organizations; and it has made some achievements in membership development, CDM ability center construction, information platform building and chamber system construction. In the future, we will actively carry on our work centered on “China International New Energy Summit Forum, China New Energy Industry Investment Foundation, and China New Energy Industry Base” to promote the healthy and sustainable development of the new energy industry.
