The National Energy Administration (NEA) published The Notice to Reduce Burden for Renewable Energy Enterprises, which aims to improve investment environment by reducing irrational land cost fees, encouraging financial organizations to add renewable energy into green finance system and providing favorable credits for renewable energy development enterprises.
On the morning of 24 April, NEA held press conference in which Mr. Li Chuangjun, deputy director general of New and Renewable Department had expressed that the renewable energy portfolio standards, currently open to public comments, will be put into practice in the first half of this year. In addition, the 2018 first quarter energy consumption and operation review had been published as well. Compared with the same period of last year, the hydro, solar, wind curtailment rate had been greatly decreased based on the obvious improvement of renewable energy connection to state grid last year.
Mr. Yang Yusheng, Academician of Chinese Academy of Engineering and CNECC Scientist of Merit, recently commented in 2018 China PV+Energy Storage Technology Integration and Innovation Conference that electricity generated from solar power is inexhaustible, yet not constant until energy storage system is installed. Two elements should be taken into account, when it comes to energy storage, the indispensable part of micro-grid: safety and economic benefits. He suggested that the PV+Energy Storage system should be experimented in no time to verify its economic benefits.
China is now accelerating the transformation from PV power to PV strong power. Recently, Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development, National Energy Administration jointly published Smart PV Industrial Development Action Plan (2018-2020). The Action Plan aims to achieve remarkable construction of smart PV factory, to make it possible automatized, Informatization and smartization progress, to make a breakthrough in smart manufacturing technology and equipment, to improve the competitiveness of smart PV software and equipment, to strengthen supply capacity of smart PV products for the purpose of cultivating brand effect, to upgrade smart PV construction and O &M level.
CATL, vice chairman member of CNECC, signed MOU with Jaguar & Land Rover during the 2018 Beijing Automotive Exhibition. Both companies will explore actively the deep cooperation in the area of future auto cell technology and work together to develop dynamic battery technology. The signing of MOU will facilitate breakthrough of new energy vehicle technology in China by Jaguar & Land Rover.
It was announced by LONGi Lerri, standing vice chairman member of CNECC, that the power of LONGi Lerri Type 60 Mono-crystalline module was more than 360W as it was certified by TÜV, breaking the world record of PERC technology. As early as 18 January this year, the same type of module achieved a conversion efficiency rate of 20.41%, a new world record of mono-crystalline conversion efficiency. As the double world record-holder of PERC power and conversion efficiency, LONGi Lerri attracted the attention from PV industry.
On 18 April, the 140th China New energy Salon was held in CNECC Secretariat and Mr. Wang Wenjing, Director of Department of Solar Cell Technology of CAS was invited as the guest speaker. Mr. Wang provided an overview of the progress of the solar cell technology in China last year, focusing on high efficient solar cell, new module technologies and new techniques. As he summarized, the current PV technological development in China is in a trend of diversity and the cell manufacturing technology was transformed into semi-conductor. This brought about new challenges for PV operations, finance and management. The Chinese PV enterprises are suggested to slow down their plan to increase capacity and to develop steadily based on technological improvement.
On 12 April, the 2018 High-Level Policy Forum on Global Governance & 2018 “Belt and Road” Finance and Investment Forum, held in Guangzhou, was organized by CCIEE and UNDP and joined by 300 representatives from around the world. Mr. Zeng Shaojun, Academic Vice Chairman of CNECC and Mr. Tang Renhu, standing vice chairman of CNECC, were invited to attend this forum and acted as moderator and guest speaker during the meeting agenda.
On 11 April, 2018 China (Jiyuan) Energy Storage and New Energy Vehicle Forum was held in Jiyuan, Henan Province in Middle China. This forum was organized by CNECC and Jiyuan Municipal Government and joined by 150 guests from governments, enterprises and CNECC members. With the topic of “Opportunities and Challenges under New Trends”, this forum analyzed the policies, industrial hot points, strategies relevant to new energy vehicle industrial development. In the area of Jiyuan, new energy vehicle industrial group has been well established and will becoming the key new energy vehicle R&D base in China in the future. To promote the new energy vehicle industrial development in this area, Jiyuan was given the title of China (Jiyuan) New Energy Vehicle Manufacturing Base”. The success of this forum will facilitate efficient matchmaking and deep exchanges of national energy storage and new energy vehicle core industrial resources and of great significance to healthy and rapid development of new energy industry in Jiyuan. CNECC will continue to cooperate with local governments and to make greater contribution to promoting healthy development of new energy industry in local areas.
On 28 April, the First Session of the 4th CNECC Chairman Meeting was held in Taizhou, Jiangsu Province in East China. CNECC chairman Mr. Zhong Baoshen and 20 vice chairmen attended the meeting. The meeting reviewed and approved the chamber work report, sub-committee work reports, membership development report, financial report and other documents as well. At the end of the meeting, Chairman Zhong commented that CNECC shall act as a good bridge channel between industry and government, providing excellent communication platform to promote healthy development of Industry and offering more efficient membership services.
