A Statement
on ITC’s Ruling of Section 201 Investigations

On September 22nd, 2017 (EDT), the United States International Trade Commission (USITC) made the injury ruling in the global safeguards investigations (Section 201 investigations), holding that the import of photovoltaic cells and modules had seriously harmed American photovoltaic industry, and decided to conduct follow-up studies of limit measures on imported products.
As a national new energy association in China, China New Energy Chamber of Commerce (CNECC) strives to promote global PV industrial exchanges and cooperation, facilitating interconnection and collaboration among global PV industrial participants. On behalf of our wide member enterprises, CNECC is resolutely opposed to this ruling and makes the following statements:

1. The fact that the U.S. investigative authority insists that the import of PV products has seriously harmed its domestic industry not only increases the uncertainties of the global trade of PV products, but also damages healthy and balanced development of the U.S. PV industry. It will harm the interests of downstream and upstream companies as well as customers in the U.S., relevant to livelihood for thousands of the U.S. industrial workers.
2. CNECC supports fair competition and free trade, opposes any form of trade protection, and resists any trade barriers. When the current global major concerns have been inclines more and more to energy transition, low carbon economy and climate change, the U.S. injury ruling receives not only strong opposition from international PV industry but also from the U.S. PV industry. It would disrupt global photovoltaic industry development and would become a serious detriment to global clean energy promotion.
We hope that the U.S. government would make a wise decision that is in line with the industrial development and the interests of our two countries. China New Energy Chamber of Commerce will actively communicate with the stakeholders and devote unremitting efforts to promote the sustainable and healthy development of the global PV industry.

坚决反对美国“201调查”结果的声明
美国东部时间2017年9月22日,美国国际贸易委员会就光伏电池及组件全球保障措施调查(“201”调查)作出损害裁决,认定进口产品对美国国内产业造成了严重损害,下一步将研究对进口产品采取限制措施。
全联新能源商会作为中国的国家级新能源行业组织,坚定致力于推动全球光伏产业的交流与合作,促进全球光伏产业互联共通、协同发展。我会代表广大会员企业对美国此种行为表示坚决反对,并发表声明如下:

1、美国调查机关坚持认定进口光伏产品严重损害国内产业,不仅增加了光伏产品全球正常贸易的不确定性,也无助于美国国内光伏产业健康、均衡发展,将直接损害美国本土上下游企业和消费者的利益,以及几十万名相关从业人员的家庭生计。
2、我会支持公平竞争和贸易自由,反对任何形式的贸易保护,抵制贸易壁垒。在能源转型、低碳经济、应对气候变化等环保主题日益备受关注的今天,美国调查机关的做法不仅受到别国光伏产业的反对,甚至遭到了美国光伏产业的极力反对,将扰乱全球光伏产业的有序发展,严重妨碍全球清洁能源推广进程。
我会呼吁美国政府能够综合考虑、全面分析,做出最符合光伏行业发展,符合两国人民利益的决断,维护与各国正常贸易大局。我会也将积极与各利益相关方进行沟通,为推动全球光伏乃至新能源产业健康发展不懈努力。
